Solutions for Alleviating Brain-drain in Bosnia and Herzegovina,
Croatia,
and
Serbia and Montenegro"

through the
UNESCO
- Hewlett-Packard partnership
Rationale
One
of the principal consequences of the series of civil wars that led
to the disintegration of former Yugoslavia was the massive brain
drain that especially affected Bosnia and Herzegovina, but also
Serbia and Montenegro and Croatia. A number of them have
university degrees in highly sought fields of expertise. Bringing
these professionals back to their countries of origin for shorter
or longer term periods and offering them opportunities for
participating in joint research projects would represent an
important assistance by UNESCO to reinforcing the intellectual and
scientific capacities of the countries. If handled correctly, this
can become the principle tool for positive economic change,
stabilization of Serbia and Montenegro and the SEE region and a
catalyst for successful integration into the European and global
communities.
Project
Objectives - in General
-
To
promote successful mechanisms to alleviate brain drain,
-
To
establish of a web site to identify young scientists having
left Montenegro in last 10 to 15 years,
-
To
create a data base of experts in the disciplines identified
who have left the country and have expressed interest in
contributing to the project,
-
To
try to stop mass emigration of young intellectuals,
-
To
maintain effective two-way communication between young
professional people that have left Montenegro and their
colleagues that have remained in the countries they issued
from.
-
To
develop mechanisms to promote contacts and offer opportunities
for shorter and longer-term positions for returning experts as
well as for their "virtual presence" and continued
contribution to the cultural, scientific and economic life.

To
open visiting positions, organizing of meetings and the
fostering of possibilities for experts within the Diaspora to
serve as mentors to advanced students in corresponding fields
and that choose to remain their countries of issue,
multidisciplinary master class courses, distance education,
alumni organization network, etc.

To
strengthen intellectual and scientific capacities of countries
devastated by civil war.

To
create a network of highly qualified experts in specific
fields world-wide and create opportunities for them to take
part in short-term or longer-term assignments in their
countries of origin,

To
create virtual links with experts outside the country,

Organization
of joint meetings, seminars, courses, conferences and so on,

Publication
of joint scientific and technical papers and reports,
-
Common
work on scientific and technical projects, and so on
Short
term Project goals and planed activities:

Development
of web sites with relevant information on the project and
related activities;

Identification
of participating university and research institutions;

Identification
of remote faculties, professors and students abroad;

Information
gathering;

Establishment
of official contacts with respective experts abroad and
creating an interactive database;

Installation
of the eguipment;

Completion
of activities related to visiting positions and organization
of seminars and study visits;

Network
establishing;
-
Communications;
-
Organisation
of videoconferences and "virtual presence" of
intelectuals and scientists that are now outside the country;

Organisation
of some long distance learning activities;
-
Preparation
of Proposal for project extension for next year(s) to other
fields of priority.

Budget
For
2004. the proposed Budget for University of Montenegro is 15.000
euro (2 x 7.500).
